Imagine living in a city that was once elegant and refined, now under siege… by birds. The pigeons, true masters of the art of intrusiveness, have decided that your splendid penthouses are the perfect place to party. But you won’t stand for it! Armed with cunning, a desire for cleanliness, and a hint of competition, you are ready to reclaim your terraces as guano-free zones. Will you be able to turn these annoying birds into trophies to display with pride? Let the battle of birdseed and tricks begin!
Objective
Wasn’t it clear? You must free the city from the invading pigeons and keep the penthouses shining! Arm yourselves with brilliant strategies to drive away the birds and beware of guano, the real enemy to avoid. The more pigeons you chase away, the closer you are to victory!

Setup
- Shuffle the Flock deck and adjust the number of cards based on the number of players:
– with 2 or 3 players, remove 16 cards
– with 4 players, remove 12 cards
– with 5 players, remove 6 cards
– with 6 players, use the full deck.
Place it face down in the middle of the table. - Shuffle the Action card deck and place it face down in the middle of the table. During the game, if this deck runs out, replace it by reshuffling the discard pile.
- Place the City Location cards around the two decks in the middle of the table. The City Location cards must be placed with the illustration visible.
- Draw and place one face-up Flock card in front of each City Location card ignoring the Flock cards’ placement rules.
- Leave a space for the discard pile.
- Each player draws 3 Action cards, forming their starting hand.
- The spaces in front of each player are called the Balcony, and like any other Locations they can contain Pigeons and Guano. Keep enough space aside for the Trophies as well!
- In general, we will refer to a Zone as any space that can be either a City Location or a Balcony.
How to Play?
1. First player and available Actions During a Turn
The player who best imitates a pigeon’s cooing goes first. The game then proceeds clockwise.
Each player must perform exactly two actions per turn, even repeating the same one, choosing freely from the following three options:
- Play an Action card and apply its effects – Other players may play one of their Action cards in response, if the condition is met; in this case, the effect is applied immediately.
- Convert cards on their own Balcony into Trophies (these will be our Victory Points! VP) The player may convert:
– A Guano card by discarding one action card: worth 1 Trophy.
– A Mountain of Guano card by discarding two action cards: worth 2 Trophies.
– A pigeon in 1 Trophy by discarding two action cards.
- Draw cards until the player has 5 Action cards in their hand – If the Action card deck runs out during the game, reshuffle the previously discarded cards.
2. The Invasion Continues
At the end of their turn, the player collects all played cards (Action and Reaction) but not those discarded to convert pigeons and guano into trophies, then draws one Flock card plus as many additional Flock cards as indicated by the “Recall” icons on the cards played cards. For example, if the total “Recall” value is 1 + 3, the player draws 4 Flock cards.
Flock cards are drawn one at a time until the invasion is complete. Each pigeon’s special rule must be resolved before drawing the next Flock card.
At this point, all played Action cards are discarded. The player’s turn ends, and the next player will play their turn.
3. The Nightmare Ends… Maybe
When the Flock deck runs out, the final phase of the game begins. All player takes one last turn.
However, be careful: if any game action causes one or more pigeons to return to the Flock deck, such as due to the effect of the Infamous Pigeon, the game resumes. A new final phase can be triggered when the Flock deck is empty again. In other words, the game cannot end if there are still pigeons ready to glide over the city…
So, Who Wins?
At the end of the game, each player adds up their final points
Adds
- for each Pigeon converted into Trophies (+1PV)
- for each Guano cards converted into Trophies (+1PV)
- for each Mountain of Guano cards converted into 2 Trophies (+2PV)
Subtract
- for each Pigeon still on the Balcony. (-1PV)
- for each Guano cards still on the Balcony (-1PV)
- for each Mountain of Guano cards still on the Balcony (-2PV)
If multiple players have the same score, the winner is the player with fewer pigeons on their Balcony. If they are still tied, the winner is the one with the most remaining action cards in hand.

The Crowd (Folla)
Wroom!
Active use: convert all pigeons on the Road into Trophies.
As a reaction: Play this card when another player played Wroom! as an action. Share the trophies generated among all the players that played Wroom!.
The Invasion Continues:
Reveal 1 Flock card.
The most radical method available to exasperated citizens.
Zot!
Active use: convert all pigeons on the High Voltage Cables into Trophies.
As a reaction: Play this card when another player played Zot! as an action. Share the trophies generated among all the players that played Zot!

Things that happen when there are too many pigeons on the high-voltage cables.
Birdseed (Becchime)
Active use: Choose a zone. From each other zone, land one pigeon in this zone.
As a reaction: When one or more pigeons are landing on your balcony, choose another zone to land one or more of these pigeons instead.
The Invasion Continues: Reveal 1 Flock card.
Since pigeons are greedy, using this card causes mass migrations.
Guano
Active use: It can be played in an area where there are pigeons. Leave this card on that zone until it is removed.
As a reaction: When the Infamous Pigeon lands in a zone, you may play this card on that same zone.
The Invasion Continues: reveal 0 Flock card.
Special: Whether you are playing this card as an Action or a Reaction, if the Fat Pigeon is present among the pigeons in the zone where you are playing it, you may play all Guano and Mountain of Guano cards on that same zone for free.
The main reason why citizens are exasperated.
Mountain of Guano (Montagna di Guano)
Active use: It can be played in an area where there are pigeons. Leave this card on that zone until it is removed.
As a reaction: When the Infamous Pigeon lands in a zone, you may play this card on that same zone.
The Invasion Continues: reveal 0 Flock card.
Special: Whether you are playing this card as an Action or a Reaction, if the Fat Pigeon is present among the pigeons in the zone where you are playing it, you may play all Guano and Mountain of Guano cards on that same zone for free.
Even more, the main reason why citizens are exasperated.
Fine (Multa)
As a reaction: Force a player to discard all the cards in their hand if they are playing: Birdseed, Guano, or Mountain of Guano on a City Location. The card is still played.
The Invasion Continues: Reveal 2 Flock cards.
“Pigeons are government spies” and other similar statements really tick off law enforcement — after all, they’re paid by the same government that’s trying to protect the birds’ interests.
Which is why, in the end, anything involving them somehow ends up being your fault.
Diligent Street Sweeper (Spazzino Diligente)
Active use: remove all Guano and Mountain of Guano cards from a City location or Balcony, converting them into 1 single Trophy.
As a reaction: Play this card when a Fine is played against you to cancel its effect. The Fine card still remains for the Invasion Continues.
The Invasion Continues: Reveal 2 Flock cards.
The real winner in this whole feathered pandemonium is the street sweeper, who ends up with guaranteed job security.
Blam!
Active use: Convert into Trophies two pigeons on the Statue, or one pigeon on your Balcony.

The Invasion Continues: Reveal 1 Flock card.
Special Rule: When this card is played, other pigeons in the area will get scared.
This is the basic method used by exasperated citizens to get rid of those pesky birds…
Infamous Pigeon (Piccione Infame)
Entering: Enters the game directly onto the Balcony of the active player.
Size: Takes up as much space as one pigeon.
Special Rule: When it is about to be converted into a trophy, shuffle the Infamous Pigeon card back into the Flock deck and take the top card as a trophy. When it arrives in an area, all players may play a guano or mountain of guano card on that area as a reaction.
They systematically sacrifice everyone else to make their escape, because wherever they show up, chaos follows.
Fat Pigeon (Piccione Grasso)
Entring: Glide onto the Statue, if there is room. Otherwise, onto the High Voltage Cables. If those are also occupied, the active player can decide whether to land in the Street or among the Crowd.
Size: Takes up as much space as two pigeons.
…Grumpy and suspicious — some say it’s because of their stomach issues.
Stupid Pigeon (Piccione Stupido)
The Lady Pigeon (La Picciona)
Entring: The active player decides where to let her land: on the Statue, on the High Voltage Cables, or among the Crowd.
Size: Takes up as much space as one pigeon.
Special Rule: When she arrives in a zone, whether after being revealed by the Flock deck or because she left the area she was in, the player who moved her can choose any other pigeon in another area and move it to the area where the Lady Pigeon arrived, respecting any restrictions.
She meddles in everyone’s business. That’s why, apparently, she’s always accompanied by another pigeon…
Lame Pigeon (Piccione Zoppo)
Entring: The active player decides where to let it land: on the Statue, or in the Street.

Size: Takes up as much space as one pigeon.
No one really knows what happened to it — we just know you should never ask. It may only have one paw, but with its crutch it’s quicker than a cat when it comes to swear at you

Since the world is full of people who love to overreact, please let them know — on our behalf too — that no pigeons were harmed in the making of this game. Not even during beta testing.
Also, kindly point out to the more excitable ones that this is not an invitation to zap them, shoot them, or turn them into modern art under your car.

About Pigeons and Guano…
It seems that one of the pigeons (the Infamous one is the prime suspect…) tried to sabotage the production of this game…
As a general rule, if you find any inconsistencies, follow the instructions in this rulebook.
